Energy performance certificates

The energy performance certification of buildings is regulated by Royal Decree 390/2021. This regulation incorporates the indications of Directive (EU) 2018/844, which amends Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency.

The energy certification of buildings aims to promote energy efficiency in buildings and the use of renewable energies to cover their energy needs and reduce CO2 emissions.

The energy certificate provides useful information to the user who wants to buy, rent, renovate or extend a house, assess its energy characteristics and know the approximate annual energy expenditure.

The energy certificate has been compulsory in Spain since 1 June 2013 in order to rent or sell a property or premises. The obligation to show the energy certificate is regulated in Spain by Royal Decree 235/2013.

Selling or renting without an energy certificate is an offence and is punishable by fines ranging from €300 to €6,000. Law 8/2013, of 26 June, establishes the penalties for non-compliance with energy certification regulations.
